Description of the IssueThe Zimbabwe health sector, especially the public health sector,  is the most deplorable due to lack of drugs, brain drain as most health personnel leave for greener pastures. In some institutions there are allegations of stealing of drugs by health personnel. In the same sector ACT-SA unearthed cases in which some nurses and doctors desert patients at public health facilities preferring to spend their time at their private health institutions. ACT-SA demanded that such elements within the health sector who deserts patients suffering and dying should be removed. Most importantly, ACT-SA demanded that the government revisit its policy that allows health personnel to operate private businesses that conflict with their duties and responsibilities as civil servants.
What is the proposed solution? 

ACT-SA proposed a set of recommendations  in its report titled “Conflict of Interest and other Forms of Corruption affecting Health Service Delivery in Zimbabwe”. The report sets out allegations of conflict of interest, other forms of corruption, criminal activities and the abuse of medical facilities  in government hospitals. ACT-SA asked policy-makers the following questions that should be answered.

a) Whether medical practitioners in the employ of the government should continue to be allowed to run their own private businesses offering the same services that they offer for their employers? 

b) Whether pharmacists should also be allowed to operate private pharmacies selling similar medication that they dispense for and on behalf of the government? 

c) Whether doctors should continue to be allowed to treat private patients using government facilities; It is clear that the status quo, if maintained, will not or at all, help to improve the health service delivery in the country.
