Description of the IssueIn Zimbabwe local authorities play a critical role in ensuring good service delivery. They provide clean and potable water, vehicle-worthy roads, clinics, and schools, among other services.
However, the provision of these services is undermined by corruption perpetrated by both management and elected councillors.
In some cases these local authorities are used as ‘cash cows’ by some high profile politically exposed persons.
As a result of corruption, service delivery has been deplorable throughout the country with most of the local authorities affected by corruption.
What has ACT-SA done?

ACT-SA has for a long time been campaigning against corruption in Zimbabwean local authorities and urging the same to enact and implement internal anti-corruption policies. The following are some of the achievements made:

  • In Gokwe , ACT-SA carried out thorough investigations that unearthed corruption at the Gokwe Town Council.  The report drew the attention of relevant authorities that investigated and made some arrests.
  • In Shurugwi, ACT-SA carried out investigations that also drew the attention of relevant authorities. A former Chief Executive Officer of Tongogara Rural District Council was investigated and later lost his job.
  • In Redcliff, ACT-SA unearthed a possible case of conflict of interest in the procurement of some vehicles bought for senior staff members.
